I have never been charged when I have been flying Southwest. We called them before my last flight and they told me it was their policy NOT to charge for musical instruments. This may have changed in the last month, so check with them.

I fly American a lot and I get charged when flying in and out of small airports but it is rare that I am charged in a large airport.
The rule is: over 50lbs = $25
over 70lbs = $50
over 100lbs = not allowed
over size = $80
over weight and oversize = $105
If they are questioning it, it is much safer to let them weigh it rather than making them pull out the tape measure. As stated above, be prepared to pay it and try not to make a big deal out of brining a tuba to the counter-they sense fear. Always call the airline and double check their rules, things are changing weekly with regards to their policy. Good luck.
