All it would take for the statement to be true is that a German engineer participated, at some level, in the design of the instrument. I'd have no difficulty believing that was true.
I have a strong feeling without having seen one that each of these instruments quite properly says "Made in China" as required by the treaties you mention. With that on each instrument, there is no violation.
