I've owned York Monsters dating from 1897 to 1927 and all have had 0.655" bores, as measured by the inside diameter of the inner second tuning slide leg. Could it be that yoúr valve section isn't original equipment? Or that you're measuring the inside diameter of the outer tuning slide or the outside diameter of the inner tuning slide? To the best of my knowledge, York used only two tuba bore sizes: 0.655 and 0.750.
