You need to have the Adobe Acrobat reader installed on your computer. It is available for free from adobe.com. Once installed, you should be able to click on the link and the program will open and read the file once it is downloaded. You can also "right click" the file and select "save target as" and download to file to your computer. Then you can open it by clicking on the file icon. If Acrobat is installed properly and set up to handle a PDF file then it should work for you.
