I managed to find a couple references to the original score. They agree that there is a part marked "tuba et ophicleide" (tuba AND ophicleide). I have no way of knowing if there are divisions in the part or whether certain sections were specified for one instrument of the other. It looks to me, though, that the original had a single part for both instruments and that the orchestra was expected to use both instruments.

Berlioz scores are pretty specific in this kind of terminology, with certain works specifying
"tuba et ophicleide" (Te Deum, Damnation of Faust)
"tubas et ophicleide" (L'Imperiale)
"tuba ou ophicleide"- tuba OR ophicleide (Romeo and Juliet, Harold in Italy, Le Troyens)

Halevy, who was Saint Saens' teacher at the Paris Conservatory, also used similar terminology, as did Daniel Auber.
