To discover what the Federal government should do, take a re-read at the Constitution and discover the endless un-Constitutional tyranny which has cancerously obliterated the original specifics and intent.
As to determining what should be done by local governments, it simply requires clear thinking, and a realization of where one's rights end and and another's begin.
