Surprisingly, I didn't find it in any of my English-English dictionaries, either! To my limited knowledge, a shill traditionally referred to someone who helped a dishonest merchant fool other people into buying a bogus product (the young lady who would step up and tell the crowd that Dr. Hoo-Haw's snake oil had REALLY cured her of old age, when in fact he had hired her to say that). For the auction, I think it means using a partner to run up the bid price, the partner, of course, being under no obligation to buy if no one exceeds his/her high bid.
