The by far most likely German maker of stencil instruments would have been B&S of Markneukirchen in the former GDR. Their second line, Weltklang, can be found under many different names.

Another maker behind many stencil instruments was Cerveny/Amati of Czechoslovakia. Many of their old models still can be found in their catalogues, yet with linkages and springs in more modern versions.

The same modernisations are to be found on the only Weltklang documentation, that I can offer you:
