You don't have to limit yourself to only considering Beethoven's French horn piece (or, for that matter [referring to this thread] only Mozart's French horn pieces). Explore some of Beethoven's soprano-voiced solo instrumental works. Simply consider the over-all range, whether it would still "work" at all an octave, 1-1/2 octaves, or even 2 octaves lower, and a nice key to make the given piece well voiced on your (BBb? CC? EEb? F?) tuba.

Transcribing/arranging is a ton-o-work and good transcribing/arranging requires intimate knowledge of the original instrument, intimate knowledge of the transcribed-to instrument, and some very good musical insticts; but offering a very nice performance of a wonderful piece that is completely "fresh" to an instrument's repertoire is rewarding and worth the pen work.
