Probably no truth to that considering the dates of Beethoven's life and the time in which the tuba was invented and perfected around I think the 1830's. If I am not mistaken the Bib B died in 1827, the Ophecliede had been around for a few years and the tuba was a twinkle in the eye of some guy in Paris. Check the Tuba Source Book, that should give you some solid dates as to why Beethoven would not have written for tuba. I recall hearing that he incorporated the Serpent once but probably went deaf from hearing it.
