I've tried to maneuver our family into houses in public school districts with schools that insist on very high levels of scholarship and that also have very fine NON-marching bands...

...There aren't many of these types of schools around. Its easy to find schools that insist of scholarship but have cruddy bands, and its easy to find "beautiful new suburban" schools with bourgeois ("Hey, our 'cheevmunt taist skorz are better'n inner-city, ain't dai?) academics and gigantic (tragically time-and-money-wasting) marching bands.

Currently, I have my oldest school-aged kid in a private school. The public school's academics are just as strong, but due to the (hopefully retiring this year band director) the band stinks. My youngest is in the public middle school. It has a terrific band program (no marching!!!) and the highest "'cheevemunt taist skorz" in the county.
