I have removed several water keys from tubas over the years, for various reasons. (Sometimes it's more convenient to pull a slide and dump it rather than dribble all over the horn and your pants, and sometimes the water key snags your clothing or is in the wrong place.) My skill level is only moderate but I have been able to make patches out of scraps of brass and solder them on with a propane torch. I cut a piece of brass to match the footprint of the water outlet, after removing it. I hammer it on a soft piece of pine with a rounded object like a large crescent wrench to give it the right curvature, clean it up, and solder it on. You can easily neaten it up with a dremel wire brush. And the operation is completely reversible.
