Dr. Young, have you tried this? I can't think of how to avoid trapped air in the upper bows, which would throw the measurement off.
If that problem could be solved, then weighing the tuba before and after adding the water would be an easier way of quantifying the water than trying to measure its volume going in. Then you could use a garden hose.
