Not knowing the player level it is hard to suggest much reportoire for your situation but go to the Robert King site available under the music shops of this list and check out Tuba duets and try and get the Kenneth Singleton edits that is 25 Baroque duets and the other set that he edited which are good for your situation. the second part might be a little tough for the BBb Tuba but the first part should be okay for Eb. You may wish to check out other duet set written for other instruments that are written in bass clef and see how it goes.
