No they are not expected to read transposed bass clef parts.

That tradition of notation belongs to the Netherlands and to Belgium.

I only have read from such parts once, when I sat in with a Belgian band at a "German" night. In southern Poland of all places. It was during a band festival. That session drained some brain power.

The Dutch and Belgian editors normally issue brass band part sets in the traditional treble clef notation.

Either your librarian has made a less than precise ordering,. or someone at the editor’s made a mistake.

I know of at least one band director ordering the complete part sets for the same reason. Incresing costs immensely and creating nightmares for the poor librarian.
