Charging admission for Civic concerts would probably not change anything, and the free concerts serve an underserved constituency. The Civic itself probably enjoys something of a surplus for its operations; its supporters are quite generous to it. But the Civic is part of the CSO, and, not being able to cut other types of fixed expenses, the CSO administration is cutting where it can. It will be interesting to hear how the board of the Civic orchestra responds to this since they have been trying to build the Civic into a more prestigious training orchestra.
