You didn't say what key horn you are playing. Presuming a four valve BBb tuba, based on your problems notes, you should be able to play the low C 1234(I suppose it could still be sharp maybe?) and only really need a false tone for the low B. It kinda depends on the horn but typically low Eb will most likely be you open false tone on a BBb tuba and you should be able to finger down chromatically from there which would leave you at 23 for low B. The slots are pretty slippery for false tones which initially might be frustrating but actually gives you lots of wiggle room to find the best intonation.
