The safest way to pay in my opinion is with an escrow service like Tradenable. With Tradenable you put the money in an account in the sellers name. Once you receive the tuba you release payment to the seller. There is a fee associated with this service, which you would probably need to pay, and the seller would have to agree to use it, which may not be that easy to do. But if they agree, this service protects you in case the tuba isn't sent or if it isn't as advertised. Check the link below for more info.
This service is really only necessary of you have absolutely no background on the seller. If you are just asking for a safe way to send money, then money orders work fine.
