I also don't know how they'll market it, but it is a solid 4/4, with Nirschl (made or inspired) non-compensated valves. It is heavily based on classic American designs. It is a better direction for them to go with contrabass tubas than their previous instruments, especially for the U.S. market.
I wonder why Boosey and Hawkes doesn't measure up some classic Yorks and produce them. They can even label them "York", because they have owned that label since 1976. This instrument seems to move in that direction, at least.
