They did catch on! Remember that Philip Catelinet premiered the R. V. Williams Concerto on his 4 valve compensating Boosey & Hawkes tuba. However, it was so out of tune on the f above the bass clef staff that he had to finger it with 2 & 3!

One thing you fail to mention is that a 4 valved compensated F tuba is exactly out of tune like a simple 3 valve CC tuba when the 4th valve is depressed. That is very much out of tune at best. See www.plantrol.com/youngfj/tuba.html for several analyses of the intonation of various valve systems
