I think for actual compostion (aka MIDI sequencing) Cakewalk is probably the best program available. Unfortunately, its really expensive. I got mine at an online auction for something like 1/20 of the price. It's loaded with features (not exactly user friendly) and not really designed for printing music (doesn't have much notation, print-outs look pretty plain and crappy). Twelve-tone systems (Cakewalk's maker) make a program called "Overture" for notation. I've never used, but I've heard good things and I think it would be worth checking out.

I have Cubase VST and Voyetra too, I wouldn't recommend either.

Don't forget to check surplusauction.com, or ebay and whoever else has that kinda stuff.
