As you say, you're close by, so go meet the owner and play the horn. If every other Olds stinks but the patched bell on this one makes it sing, buy it. It every other Olds is great but this one sounds like a cow being de-horned, pass. I'd contact the guy first, though, and find out what his reserve is. If he doesn't intend to let it go for less than $3000, that would likely change your expectations and intentions considerably. Best of luck!
