I used 1/4" Buna-N on my bumpers, you can get it from your local industrial rubber and gasket. Last time I purchased mine it was something like $0.75 a foot. You can find more details in the archives... Matt Walters posted some good information back in July, August, or September.
Installation wasn't that bad, took me about 45 minutes. Make sure you have plenty of time so that you can be very patient. After getting the old cork out, take some needle nose pliers (the smaller size the better) and squeeze the material into an hourglass shape and push it all the way down into the opening (getting it started is the hardest part). Then cut the length off with a sharp utility knife.
As for the springs... I'd leave that up to a good repair tech.
