If you are trying to develope the low register play low, and if you are trying to develope the high register, play high. I know it sounds stupid, but the only way to develope your range is to practice the trouble spots. Put it this way; an athlete in order to improve their stamina must first work out and build their muscles. The same with tuba. Good luck, and don't forget to play some warmdown exercises after you play in these extreme registers.
