In my opinion, the first option for tuba repair has to be Dillon Music in Woodbridge NJ (link below). Matt Walters will not only do a first-class job on the repairs you request, but he knows so many ways to make an instrument play better. You will also find many interesting used and new instruments at Dillon. Check out their website. Can't recommend Dillon highly enough!

In the city: Downtown, I would try the Brasslab. Chuck McAlexander is a wonderful brass technician in his own right.

and Uptown in the 100's, you can give Terry Pierce a call.
