Yes I have heard of Steve Seward. I am one of Steve Seward's students in Kansas City. He's the tuba for the Kansas City Symphony. He also runs his own small ensemble called Kansas City Brass (a usuall Brass Quintet plus a percussionist). He plays mostly on a Rudy Meinl 5/4 just as was mentioned earlier though I think he did use a Rudy Meinl 3/4 on his cd Kansas City Dances.
