Feel free to interpret this however you wish- I play trombone, not tuba. The sound you're talking about is your tongue slapping the back of your lips. I doubt that air has anything to do with it. There are two other possible approaches you might try. First, try tongueing much farther back in your mouth, on or near the "bump" in the top of your mouth. It will feel very awkward at first, but it gets better with a lot of practice. Second, some people can keep the tip of the tongue anchored on the bottom and use the area a little farther back to tongue, almost like a "g", but make it a "d" so you still have room behind it for a "g" to multiple-tongue. I hope this makes sense to you. Either one will open your sound and eliminate the "slap", if you can make it work.
