If the hole looks like someone put it there intentionally (the previous owner?), the valve may be vented (although it may be damage). If the valve is vented you may want to leave it, in theory venting is so you avoid the compression or vacuum while slide pulling. You should take the tuba to a good brass instrument repairman to check the valve. This problem (if it is damage) sounds like it can be repaired without replacing the valve. A good repair at this time may save you an even bigger expense in the future.
