I didn't start reading treble clef until partway through high school, and it was work, but it did get done, and it's been automatic for a while.
I'd say that the Arban's, or something like it, would certainly help (maybe having both the treble and bass versions would help more). For the way I practice, if I'm uncomfortable with something, that's what I spend my time doing.
Just playing an instrument wasn't an automatic process for anyone, anyway.
And, I'm probably the worst one here on piano... grew up before starting to learn, that's what I think.
