I would imagine this also has to do with the amount of transactions that occur before the horn is sold. In some states, If it goes through two legal, documented sales, it is no longer a "hot" item. Some states allow the original owner's rights to override this and some do not. In all states, the original perp can be sued for replacement, from what I remember.

Most states have the 2 sales and it's legal provision. That is pretty much how fences came into existence. The other problem is that possesion is 9/10's of the law.

I would also consult an attorney. I would recommend this be done in conjunction with contacting the police.
