Actually, I believe that it indeed does, to a great extent.

On the other hand, mostly what I see (at least in my part of the country) is very "talented" students who spend little time developing their talents and about an hour a day at school each day being rote-taught one half-time show, five Christmas tunes, and about 8-12 concert band pieces each year...very hard work for both the teachers and the students, and with almost zero residual benefits. This being the case, I would almost have to agree with those who want to cut out or reduce school music programs.
