I think, on the other hand, your band director is trying to help you learn to be an independent musician, rather than a completely rote-taught musician.

The vast majority of the band students in my city know very little of scales and are rote taught. They have no ability to teach themselves pieces of music and mostly all quit playing their instruments upon "graduation".

Learning just a few of the scales (only 12) that are used in western music and spending less than an hour per week in class drilling on them is nothing. I'm guessing also that your band director only drills these scales in one octave.
