Enthusiastic putzer that I am I keep an old Reynolds Bb three valver in the office to toot at lunch. It has a removeable bell forward bell. When the bell is affixed it assumes gargantuan dimensions and is audible for- well- perhaps- maybe- not to exaggerate- about a seven county radius. Certainly loud enough to excite controversy within the building. I decided to create a mute out of an old plastic coffee container and to use the mute in lieu of (vice inserting the mute in) the bell. You'd have thought that (among other tuning anomalies) it'd play way sharp- perhaps a full semitone so. It actually has pretty decent relative intonation (not great, but useable for practice) but incredibly enough it is actually slightly flat. About a quarter tone so. Less tubing (the whole lencth of the crook neck "concert" bell) and yet it plays flatter not higher.
I'm open to any potential explanations. Meantime it's way quieter and works fine for practice.
