The louder one plays in the low register, the greater the high harmonic content. Although this makes the tone louder it does not increase the loudness of the written note. These loud harmonics beat with the legitimate notes of the rest of the ensemble and make it sound less well in tune. The solution to increasing the loudness of low tuba notes within the conditions of good musical performance lies in having larger numbers of players in the tuba section.
Not in playing louder which is largely counterproductive for the aforementioned reason.
