Check your fingering chart and you'll see that your band director is correct. Alternate fingerings include 3rd valve(alone) and also 2nd valve(alone). Trombone players use 2nd position because the slide allows them them adequately adjust the tuning. This is not as simple on a valve instrument.
Most band directors will get this one right!
