Are you sure it's the rotor and not the linkage binding at one of the pivot joints? All the rotor oil does is seal the small clearances between the rotor and the housing and provide lubrication for the top and bottom bearings. The rotors never actually contact the bores unless there is extreme wear at the bearings. These clearances are reduced by lots of things including food particles, oil residues, water deposits, etc. and the rotors begin to drag. Yes... it's time to have your valves serviced. Cleaning will help but your horn really needs to be checked out by a professional repairman.
