From various German web sites, it seems that B&S (Blechblas- und Signalinstrumente) has its roots as a state-run East German cooperative that seems to have subsumed a number of makers that once plied their trade in Bohemia. I'm sure that Klaus has a very detailed history, but it seems that the B&S marque itself may only go back to the 1960's.
Some have jokingly referred to B&S as standing for "Blech und Schrott". I'll leave the translation to the reader.
