Blue Lake has two-week programs for high school students, as does Interlochen - both those places are in Michigan, but it's an easy drive from IL. Blue Lake, in particular, is under your price limit.
Bands of America operates a week-long program at Illinois State University. This camp is better known for its drum major division but also has several concert bands.
I assume that ISYM still has their week-long camp at University of Illinois U-C, but I haven't been to it and don't know much about it.
Northwestern (Evanston, IL) operates a 5-week comprehensive music institute designed for high school students who want to see what being a college music major is like. NHSMI draws students from all over the U.S. and even some from other countries. This program is expensive, but scholarships are available. Below is a link to their webpage.
