TubeNet is indeed a great place to learn, flame, hang, and discuss. (The perfect place to take a five-minute chop break.)

A peer-reviewed journal is needed to promote scholarly research in the field of tuba playing. Internet sources are usually suspect, as there are few checks and balances for the information that is posted (unless you count flames;). Belonging to a professional organization that commissions new works and promotes the instrument is also an important part of being a "student" of any instrument. Having only recently joined the ITEA, I'm not sure how successful the organization is in this regards. Other organizations such as the ITA and Horn Society are quite worthwhile.

Is the ITEA lacking? How can it be improved?
