Yes, the 20J was designed to be played with a single tuning bit. I had one from the first year that they were made, 1934, and it came from the factory with a single bit. I also have Conn catalogs from the 1950s and 60s that indicate that any of the 2XJ series tubas were delivered with a single tuning bit. Yes, yes, yes, Conn intended them to be played with a tuning bit.
