Get those sythetic pads from a Boosey & Hawkes dealer. If they're not quite thick enough (which I believe will be the case) shim them up with some thin plastic "life-savers". (You'll have to cut those out yourself.)
The Boosey & Hawkes pads will be VERY quiet, last for years, and won't bleed any dye. Don't expect them to be as cheap as felts, though.
