Basically the tuba mute is a "fustrum cone". Many years ago I found the pattern/formulas in a metal-working text at a high school metal shop. Once I got the formula worked out for the size I wanted, I made a couple for my needs plus a friend with good success. As far as assembly, I used "liquid nails" contact glue along with pop-rivets.

I laid the patterns out on pieces of poster board (taped together). The transfer to real sheet aluminum went fine.

There were some other finishing details, but once you get the formula/pattern going, you'll figure out the rest.
