You know, I have actually noticed this a little bit. Not on horn, which is my principal instrument, but on tuba, which I play only rarely. The great big mouthpiece on tuba causes me to have to re-learn the low notes that are easy to play (same pitch) on horn. In particular, I've found that with a low concert C (two leger lines), I can play it "either way" of the two you are discussing. The buzzy one, although louder, does not sound as nice as the non-buzzy one. But then again I can feel the lips buzzing with both; it's just more so on the buzzy one.
On horn, the only notes where I actually feel my lip flapping are the pedal tones.
I'm interested to hear more.
