On Jupiter valves on euphs and tubas it tends to be they all stick.
I totally agree that $3000 for the 582L tuba and a case is a good tuba for the money.
When they first came out the bell and bore was smaller, the 1st valve tuning slide went way too high on the wrap and the A was even flatter. They changed all of those items to make it a better tuba.
It is very responsive for it's size and bore. The 2341 King is a better piston tuba if you can afford the difference.
