Well, no, not exactly. I'm assuming that SibeliusMusic.com doesn't allow unauthorized arrangements of copyrighted works, and I also know that getting permission for some of the old Soviet-era compositions can sometimes be very difficult.
So I'm wondering what the mechanism is for this sort of thing and how much trouble it entails.
