First - you really need an instructor who can give you guidance here.

But, it sounds as if that's not the case.

Your core question is: beat to perfection, or move on to something new. The right answer is "yes". You should do both. Your practice sessions should be varied.
Part of every session should be exercises which develop specific skills. Part should be brand new material (sight reading). And, some should be "pieces" which you can already play reasonably well, but still need polishing to bring up to performance standard.

It sounds to me as if you are working from material that you think of as a collection of "pieces". One strategy to get the kind of mix I'm talking about is to work on a number of pieces - each at a different stage of development. One should be brand new, others should be "in progress", and one should be your current "recital piece" - the one you would be proud to play if someone important to you walked in and said "play something nice for me".
