Does a time signature affect the tempo?

Is there any rule about how or whether a new time signature changes tempo, when there is NO NEW TEMPO INDICATION?

For instance, say the time signature is 6:4 and it changes to 3:2, without any marking re tempo. Does the value of the quarter note change? I'm guessing that it does not.

But going from 2:4 to 6:8 does seem to change the length of the notes, so that the pulse stays the same... or does that depend?

... curious and a bit confused...
