You can find your lung capacity by blowing into a measured-size bag, and theoretically increase your capacity by practicing same. Perhaps when you are young and still growing this will work. Arnold Jacobs talks about air in his book Wind and Song (of which I hope I got the title correct.)
My 1.5 liters of capacity is really not even enough for horn, so why oh why am I trying to play tuba??? Because I'd rather play a 1 second pedal tone than a five second high C.
