This is more than not in the spirit, it is legally fraud, although it may be tough to prove. This action is specifically prohibited by e**y and the seller could be suspended for it. You should file a complaint with the auction company specifying the circumstances of your situation, or you can use their dispute resolution service to try to get what you bid on. At a minimum leave very negative feedback for this seller so that others are warned.
As to value, there is a silver plated 20K that has been for sale for a while at one of the larger dealers for $1695. It sounds like yours is in similar condition. For a quick sale it should be priced at around $1000. If you are willing to wait a little longer you might get as much as $1500.
