Aren't these orchestras entitled to select the most qualified musician to fill a vacancy, regardless how far away the player lives?

An example you probably won't like: My kid, while in high school, outgrew the local youth orchestra in the small town we live in. He auditioned for and won the position in the "big city" youth orchestra located 2 hours away. Good for him, good for the orchestra - what I call a "win/win" for all involved, except maybe not for the lesser qualified "locals" he undoubtedly displaced.

I say more power to people who are willing to drive to get the gig they want. Nothing prevents the "small town locals" doing just what my son did, going to the "big city" and taking away the job from them.
